Shipping & Receiving Manager

The role will be responsible for the direct supervision of the Shipping, Receiving, Materials/Mail Handling, Central Stores and Property functions at the laboratory. Ensures accurate and timely distribution of incoming deliveries and outbound shipments. Manages records of property owned by government in accordance with procedure or regulations. Maintains records and logs of property received, transferred, shipped, allocated, held, and disposed; coordinates property transfers; conducts periodic property & supplies inventories; and prepares reports of property status and routing. Ensures work is done in compliance to regulations or procedures and for the tracking, identification and tagging of equipment and sensitive items

Operational activities include but are not limited to the following:

  • Schedules work projects, assigns work groups and specialized staff, equipment needs to ensure the distribution of packages, mail, property in a timely fashion.
  • Inspects completed work to ensure quality, compliance and department standards are met.
  • Manages the coordination of activities related to the disposition and transfer of government property.
  • Supervises functions relative to the Laboratory`s Sensitive Items and provides oversight to Property Specialists within the Property group.
  • Provides technical leadership and exercises line management responsibilities for operations and personnel/administrative activities. Operates within an approved budget, prepares management reports, ensures adequate staffing levels, interviews candidates, evaluates staff on performance, provides recommendations for promotions/reclassifications, compensation changes and employee developmental plans, and ensures staff orientation and training requirements are met.

Argonne National Laboratory has a great opportunity for a Shipping and Receiving Manager within the Infrastructure Services (IS) Directorate.

Ensures accurate and timely distribution of incoming deliveries and outbound shipments. Manages records of property owned by government in accordance with procedure or regulations. In this role you will need:

  • Experience in warehouse and receiving environments including software systems: PARIS, AMOS, Chemical Management System (CMS), XINK, Workday, and barcode tracking systems.
  • Ability to direct the receipt, sorting and delivery of ANL material & property in an effective and efficient manner.
  • Experience with equipment needs such as scanners, dock levelers, forklifts, and pallet jacks.
  • Experience in the operation of Central Stores and Pre-expense Stock Rooms including ordering, stocking, and issuing out material from stock rooms.
  • Ability to use Automated Transportation Logistics and Analysis System software for inventory control; and yearly "Current Use Stores" and "Spare Parts" inventories.
  • Experience in shipping operations & logistics including classification, routing, packaging, marking, labeling, hazard communication, loading, and preparation of shipping documentation.
  • Ability to work in a professional manner with: Procurement, Accounting and Property Management personnel on receiving and receipting issues; vendors on material exceptions (overages, shortages, damages, and deliveries with no valid ANL information); ANL customers on various receiving and delivery issues; Rigging Department for delivery of material; and supervision of union and non-union employees.
  • Knowledge of: ANL Property Management Policy and Procedures; Federal Regulations such as FPMR`s and DOE`s PR`s; and control methods for Property accountability from requisition, transfer and to disposal.
  • Skill in interpreting government regulations and Laboratory policy and procedures related to the receipt, transfer, and distribution of materials.
  • Ability to manage major physical inventory activities.
  • Ability to train others in principles and procedures of property management.
  • Oral and written communications and ability to interpret management directives to employees.
  • Skill in employing computer resources and reviewing data for optimization.
  • Skill in performing training activities, decision making, workload assessments, and resolution of conflicts. Skills in customer service and response to customer needs.
  • Experience and proven skills in management and leadership.
  • Knowledge of the following external agency requirements for shipping: Department of Transportation (DOT), International Atomic Energy Agency/Nuclear Regulatory Commission, International Air Transport Association, International Civil Aviation Organization, International Maritime Organization, Compressed Gas Association, Environmental Protection Agency, Centers for Disease Control and World Health Organization.
  • Knowledge of governing regulations for DOE, DOT, FAA, and Federal Property Management Regulations as related to the shipping, receiving, distribution and transfer of materials and property.
  • Knowledge of Basic Ordering Agreements for inventory purchases.
  • Knowledge of import, export, and customs requirements and of household moves requirements.
  • Ability to obtain and maintain a "Q" security clearance within six months of being in the position.

  • Bachelor’s degree and 10+ years of experience with leadership or equivalent work experience with leadership.
